2. "Yellow River Talent Plan"

  Project Description
    In order to give full play to the high-level leadership and key supporting role of high-level talents in accelerating economic and social development, according to the spirit of Zhengzhou Municipal Party Committee and Municipal Government's "Opinions on Implementing the "Yellow River Talent Plan" and Accelerating the Construction of a Talented City", the "3.0" version of Zhengzhou The New Talent Policy implements a hierarchical, classified, accurate and effective talent incentive policy. For high-level talents, the “National Best” comprehensive policy has been introduced in terms of project introduction, talent funding, and living security, with a maximum of 100 million yuan in comprehensive funding.
 
  Special classification support standards
 1. A reward of 5 million yuan will be given to top talents (category A) such as academicians at home and abroad and winners of internationally renowned science and technology awards newly introduced by enterprises and institutions in Zhengzhou;
 
 2. A reward of 2 million yuan will be given to national-level leading talents who master key core technologies and lead the development of the industry and outstanding young talents (category B) who hold positions above associate professors in well-known universities at home and abroad;
 
 3. Support the formation of a high-level technical team to implement the transformation and industrialization of original achievements. According to the implementation and development of the entrepreneurial project, the city, district/county (city) two-level finance will give up to 20 million yuan in project funding after review;
 
 4. The "team + project" led by strategic scientific and technological talents that have a key supporting role in the development of the industry adopts the method of "one matter, one discussion, special affairs and special affairs", and grants up to 100 million yuan in project funding;
 
 5. Focus on introducing and cultivating a group of local-level leading talents (category C) and outstanding contribution talents (category D) who are young and vigorous, active in the front line of innovation and entrepreneurship, and have the potential to grow into high-end talents, rewarded with 500,000 yuan and 200,000 yuan respectively;
 
 6. For the leading team of enterprises founded in Zhengzhou with technology, projects and funds in line with the layout of the industrial development of Zhengzhou City, the city, district/county (city) two-level finance will give up to 5 million yuan in project funding;
 
 7. Provide limited support to projects that obtain equity investment institutions. Relying on the city’s key enterprises, R&D institutions and other platforms, the innovation leader team dedicated to technological innovation and achievement transformation will be funded by up to 3 million yuan from the city and district/county (city) levels. The leader of the innovation and entrepreneurship leader team can be Recognized as D talents;
 
 8. Among the key enterprises in the city’s advantageous industries, emerging industries and modern service industries, those with high level and urgently-needed talents engaged in the core business of the company will be selected based on the ability and quality, scarcity index, salary level and other indicators by means of integral evaluation. It is determined that 50,000-100,000 yuan will be awarded to talents within 2 years;
 
 9. For full-time doctoral students, postgraduates under the age of 35, undergraduate graduates and preparatory technicians (technicians) from technical colleges who come to work in Zheng within 3 years of graduation (within 6 years of graduating outstanding overseas talents), 1,500 yuan per person per month , 1,000 yuan, 500 yuan standard living allowance, the longest payment is 36 months;
 
 10. Attract outstanding doctors from home and abroad to Zheng for post-doctoral research, and provide up to 1 million yuan, 500,000 yuan, and 200,000 yuan to employers in our city that have established national, provincial and municipal postdoctoral platforms to ensure post-doctoral research work. . The annual living allowance of 100,000 yuan for each postdoc in the station will be provided, and the living allowance for outstanding doctors from abroad (overseas) will be increased to 150,000 yuan, and the subsidy period is 2 years;
